I am asuming you have your bike restricted to 33bhp via your carb ( with throttle slide stops )
It's quite and easy job so long as you have some idea what your doing when it comes to working with carbs ( ie taken one apart to clean etc )

This is a picture that may help ( Of a carb that has a throttle slide restriction)

If you are unsure and not to confident or not really machanically experienced enough i would have a shop or someone who knows what there doing properly to do it.

Before you go ahead and remove them make sure your bike isn't restricted in any other ways.

Realy depends on your know how, if it is carbs it wont be too hard depending on the bike.
But unless u got time n patients and some experience never ever do it on a VFR400, took me a whole weekend. Took the fockin piss absolute pain in the ass it was, due to the V4 set up and no space to do anythin and having to take all fairings off, and couldnt get to the manifold rings, and took the piss trying to get a block of 4 carbs in a V shape back on perfectly.
I mean for me it was a nightmare! But most bikes will be easy and wouldnt take long at all.
on my RS50 i could get the carb off and on again in 5mins.

its really easy, even on v4 (no offense intended, it just takes bit more effort to get the carbs free of the boots)
pull the tank off air box off, then the carbs, the washers are between the carbs and the intake,
while you re t it remove the float bowl and check the size of the main jets to see if they have been changed as well. then pull the top of the carb off nd have look t the slide/piston to see if nother hole hs been drilled in it (not common, but they sometimes do it) re-assemble every thing, nd bobs your uncle, job done,
it should tke bout 1-2 hours if you have never taken crbs off before, if you have then its half hour job
