Sounds like a Circlip to me.....
Best bet is a proper pair of circlip pliers.
Might be able to do it with some thin nosed pliers or a screwdriver to prise it out (carefully) ____________________ Just because my bike was A DIVVY, does not mean i am...... |

It is often a plug with a small wire circlip.
Like this:

If this is the case, you need to press the plug down against the spring using a metal bar and prise the clip out with a fine screwdriver.
It is sometimes best to have two people. One to press down on the plug, the other to remove the circlip as there is a lot of tension on the spring.
Protect the tank with a cloth as the plug can fly in the air and chip the paint
Easiest with the fork leg in place on the bike and to do them one at a time.
I found a good way is to use a 2-leg puller hooked under the top yoke to compress the spring.
