Title sums it all up, really!
Runs fine, generally, but when you get to 8500 rpm or thereabouts, it just bogs down and loses power till it drops back below.
First guess would be carbs (which, being inept with a spanner, I've not ventured near!), backed up by the problem being improved by dumping a load of redex into the tank. Anything else I could look at before I take things apart?

If it's a sponge filter, it should be LIGHTLY oiled. Best way is to clean it in hot, soapy water and rinse. While it's still soaking wet, pour about half an eggcupfull of oil on it and squidge the foam about in your hands. It'll form a milky emulsion with the water.
Squeeze as much of this out as you can, then set it to dry. The water will evaporate leaving a very thin film of oil.
If it's a paper element filter, it shouldn't be oiled.
Oil is probably from the crankcase/rocker breather. Most likely either overfilled, getting some blowpast on the rings or the breather has been temporarily obstructed then unblocked, allowing a mist of oil to breathe out. ____________________ “Rule one: Always stick around for one more drink.
