You can restrict it to 33bhp however you like, as long as you're happy that it is 33bhp. The law also doesn't state where the 33bhp is measured from, the wheel or crank. Insurance companies might try and trick you into thinking it has to be an F1 international restriction kit, it doesn't.
For my brother's CB1 we found the dimension of the restriction washers, then went to a local engineering company who had some washers of a similar diameter. Its something you can do. All you need are the washers of some dyno time and a throttle stop.
If you get the sizes of the blades you can get some made for not much £.
No legal obligation for certification or any proof needed, just that it is restricted, and then if the police believe its not its up to them to prove it.

I was never asked, although they probably thought my bike wouldn't be putting out that much power. I had a dyno print out to prove it though. Falcon insurance ask, as my brother found out, clicky. I would steer clear of them
