Hi
The power valve should be open until about 2500rpm, then closed from there until about 8000rpm (varies depending on the power valve control unit) where it opens for top end power. It is open at low rpm so that around town it regularly opens and closes to try and stop it sticking.
Good chance that the valve blade is just sticking in the barrel. Can be a pain to get them out, and gets worse the longer they are stuck for.
Easiest way to get at the valve, lift the tank, remove the battery and then remove the battery box (only a couple of bolts). You can then easily get at the valve from above. It is only held in place with 2 bolts.
Make sure when you put it back together that the valve is in the right way up.
All the best
