I found this restrictor kit when just browsing but no mention of what it is or how it works, any suggestions

I thought it was all washers or somthing?

Definitely looks like a throttle stop. It literally just stops the throttle opening fully. Good point, it won't mess with the mixture or risk damaging your engine, bad point, it'll reduce acceleration at all speeds and RPM - carb restrictors should (in theory) only start restricting at higher RPM as they limit the draw through the inlet.

You could probably bodge something similar up fairly trivially if that's the way you want to go.
