youy can't really set up a bike to do both single and 2 person riding, but if it were me id wind down the preload on both the front and back and not touch anything else, that way you can just wind the preload back up again when you get a passenger on the back ____________________ the humans are dead

Could also be the damping is set too stiff.
Springs are there to control how far the suspension moves. Damping is there to control how quickly it moves.
When you hit a bump the suspension needs to move quickly. Stiff springing can prevent that (as the suspension doesn't move) as can over hard damping (as it can't move quickly).
Make sure you note what the current positions are.
