Linkage is far more likely to seize than the damper itself.
I have had a damper seize one but it is a rarity. Place that rebuilt it was somewhat surprised. What seemed to have happened is the rings on the piston in the damper had worn enough to come out of the grooves and jam between the piston and the body of the damper. The shock was pretty much scrap.

had the bike frame out to day, had a look at the links and damper, links ar fine but the rocker and the rubber brushes ar corroded, same with the shocker,, cording brushes top n bottom,
also good news the fzr 600 4jh foxeye dose shere the same back spring as the yzf 1000 thunder race and there one for sale with in 5mile from me, thay also have the rocker
BUT,,,,, the last mechanic who fitted the rear shocker did not grees the bolts for the shoker n rocker so even with the nuts off the bolts wont bugge as thay have crodid inside over the years, iv used wd40 and foul language and its still not coming, any ideas

Leave it soaking to ages in something that will free it off to an extent (bucket of diesel maybe). Likely won't fix it but should help.
After that use a press (or if you can't get access to one use a large vice carefully) to try and push the bolt out.
Bolt will have seized to the bush, so it all else fails chop the bolt as close to the bush as possible (ie, flush with the end of the bush), as then the linkages should just come apart. Then replace both the bolt and the bush.
