I think that it may be national policy. It is certainly the case in Lincolnshire and also Greater Manchester:-
Police in Greater Manchester let three thieves drive away on stolen motorbikes - over fears for the safety of the riders who were not wearing helmets.
Officers were ordered not to pursue the bikes which were stolen from a showroom in Altrincham early on Thursday.
They instead watched as three people rode off on three bikes worth £17,000.
Greater Manchester Police (GMP) said the national policy on the pursuit of motorbikes had been followed. Two men were later arrested.
Conservative Altrincham and Sale West MP Graham Brady criticised the decision to prevent the police from pursuing the trio, while shop owner Tony Crawford branded the policy "ridiculous".
Mr Brady said it appeared criminal safety had been put ahead of public priorities.
He said he was "very concerned" that the decision was taken centrally rather than allowing the officers to use their judgement.
"This doesn't, in my view, reflect the priorities of the public who would like to see police giving chase when they see criminals in the process of committing a crime."
Mr Crawford, who only recently set up the Manchester Motorbike Store on Woodfield Road, said: "I just think it's gone ridiculous.
"If they are going to steal these high-powered vehicles then they can literally go and do what they want with them, with the comfort that they know they're not going to get chased with whatever crimes they decide to do."
Motorbike recovered
Supt Steve Nibloe, of GMP, said: "The officers were asked not to pursue the suspects, as they were not wearing the correct safety equipment and were not wearing helmets, so it is clear to me the correct decision was taken.
"Greater Manchester Police follows a nationwide policy which gives clear guidance that motorbikes should not be pursued because of the higher risk of injury to the rider.''

I know in October 2009 Sussex Police certainly chased me. They also had the BBC Traffic Cops crew on board, it never got shown which was a bit of a pisser because it was quite fun.
Basically I had headphones on, was riding quickly went through some lights at a reasonable speed (on green), they were at the red lights in an unmarked golf.
I proceeded to go through a 30, again at a fair pace, I then got to a 40mph Dual Carriageway and proceeded to go quite quickly (over double). It was only when braking for the speed camera I spotted blue lights behind...
Not my brightest moment, as this must have been a couple of miles, they had blues and twos, sirens and a horn going off at me  ____________________ Current Bikes: Honda CBR 600RR - '07, Suzuki GSX1250 FA ST '11

You have to differentiate between what is considered a "Follow" and a "Pursuit"
Bikes can be followed and stopped, the cop will make one attempt to stop and if the rider fails to comply and it becomes a fail to stop then the situation changes from a follow to a pursuit.
Whether the cop continues to to follow the bike depends on a number of factors
The nature of the offenders riding
Time of day
Volume of traffic
Weather conditions
The potential threat or danger to other road users
The level of protective equipment being worn by the rider
Has PNC or ANPR flagged up any potential issues
National and individual force policy
What instructions are given by the Force control room
The availability of the Parrafin Budgie
Unfortunately much of the reluctance to pursue riders comes down to the Human Rights campaigners who argued that even though the little scrotes may have committed a serious crime, be drunk, stolen the bike or whatever, their human rights dictated that they were entitled to a level of protection
