I went 125 -> 250 -> 305 (~33bhp) -> 500.
The ride on the 500 is vastly superior to the 305. It's more stable, handles better, and the engine is much more flexible.
What an engine restrictor does is to limit the amount of fuel+air available. This is essentially the same as just not opening the throttle fully. On a 500-650 bike, you'll still get much of the usable torque and you'll see about 100mph. Some muggers will try and charge you over £200 for putting in a couple of washers and giving you an ultimately worthless "certificate" which has no meaning in law. At the other end of the range, you can pick up a couple of repair washers, drill (approximately) 20mm holes in them, and fit them yourself in under an hour.
Also, license changes next year will devalue 33bhp bikes since the new mid-range license category will be 46bhp, e.g. an unrestricted GS500.
Based on all that, I'd say go for a restricted 500+ bike. ____________________ Biking is 1/20th as dangerous as horse riding.
