2004 CBR has analogue speedo with cable doesn't it?
Check the cable isn't snagging and is freely moving first, if all seems ok from that end I would suspect the needle bearing may have gone up at the clock, watchmakers of some sort may be able to repair that for you (Timpsons or similar). ____________________ Current: 02 FZS 1000 & 91 Royal Enfield Bullet 350 Some Bike Pics...

Definitely the speedo cable. They dry out inside the sheath and eventually snap, common fault, make sure you lube the new one before you install it.
Can be a pain in the arse getting the cable out of the drive so be gentle or you risk snapping the bit off the back of the speedo drive. ____________________ https://www.youtube.com/watch?v=1OPv5mDPQ14
