PostPosted: 13:23 - 24 Jan 2013    Post subject: Pre 19/01/2013 Test Pass Reply with quote

Hi, I passed my test on the 11/01/2013 and got my licence through the post today. I wasn't sure if the licence is pre 19/01/13 one because I passed my test for the A2 licence but on the back of the photocard licence I have categories AM 19/01/13 - 08/06/65, category A 11/01/13 - 08/06/65 with restriction "=<25KW" and also kpq 11/01/13 - 08/06/65.
Can anyone tell me whether this is one of the new licences or is it definitely a pre 19/01/13 licence?
Thanks, Dan.

Alright thanks, worried me a little seeing the 19/01 dates on it. Will the <25kw restriction disappear if I renew my licence after two years then yeah?

Yeah, but don't do that.

Just keep hold of your one. DVLA have the idea that if you send it back, they'll put "A" on there, but will start from 2 years after you actually passed. So in theory, raping you of 2 years.

I'll probably just keep this license for ten years until I have to renew it then and I'm guessing the police and highway agency know that the <25kw restriction doesn't imply after two years of holding the license even if it's there?

This worries me also.......its all well and good not sending it back, but in 2 years time when I get pulled on a 1000cc Gixxer and my licence clearly states <25kw...then youre going to have some explaining and even then hope the copper knows about bikes or is willing to do some ringing round to check your story. Quite frankly it will be faff I reckon.

They don't need to ring anyone. The date is on there for all to see.

Yeah it worries me because I can't see anywhere on the licence that says that <25kw doesn't mean anything after two years so it looks like I'm only ever going to be allowed on a bike that's <25kw but I guess everyone's says the same thing?

I passed my test (restricted) in November past, my licence says 'A 28.11.12 =<25KW - 27.11.14' meaning restiction is up on 27.11.14, your licence should say similar.

If they didn't know then they really oughtn't be pulling folk over!

Oughtn't. Now there's an odd word I rarely use, she mused... Thinking

My licence doesn't say anything about two years from the date I passed, that's what worries me. It just states "A 11.01.13 - 08.06.65 =<25KW"?

Yep same on mine..no mention of 2 years...just a permanent restriction.

Ill be sending mine back after 2 years without a doubt. I dont trust than enough (many) cops know about the bike licensing rules. And you just know it wont be straightforward when you get pulled.

Gotta say I'm still with Paddy on this one.

End of the day, given that the restriction most definitely ends after two years, no contesting that, the onus would be on a dim copper to prove that it didn't. Yeah, could cost you 5 mins whilst the copper calls someone in the know but I'll take this in exchange for the DVLA taking two years of my biking history. Imagine how many insurance cock-ups this could lead to?

Insurance bloke: "How long did you state you've had your full licence on your policy?"
Me: "Five years."
Insurance bloke: "says 'ere on your licence three years. Feck off ye'll not get a penny out of us."

Reckon sorting that sort of situation with the DVLA would be a feck load harder than dealing with the rozzers for 5 mins....

Not really....you passed your test 2 years ago...you have a pass certificate to state you passed your test 2 years ago....so for insurance purposes you passed your test 2 years ago....you dont lose two years driving experience.

Yes...your licence may well come back with the date the licence was reprinted after the restriction...but if you have proof you passed your test 2 years before (test certificate) then in the rare situation where you may wish to claim on your policy, if the insurers get pedantic and pull you up on it...youll just fax them a copy of 1) your pass certificate and maybe 2) a copy of your previous licence.

No matter which way you do it..it will appear wrong. If you dont send your licence back after restriction then to all intense and purposes you only have proof you can ride up to 25kw.....if you do send it back, your licence takes 2 years of your riding experience on first look.

For me....theres more chance of being pulled than there is me putting in a claim...and the hassle of trying to convince a copper that youre licenced to ride a gixxer when your licence says not is far far more trouble than having to attach a copy of my pass certificate with my insurance claim form.

Each to their own though...just wish the dvla could do things right in the first place

No you didn't. You passed a test on the old DSA definition of an A2 test bike, in order to get an A license with a 2 year 25kW power restriction.

Up until 19th January 2013 there was no such thing as an A2 license.

Definitely hang on to your current photocard as well as getting a new copy in 2 years so that you can show when you got your license.

It's not so bad though, because after it upgrades to full A, your counterpart will show your A<=25kW under "previous entitlement".

Except that we're getting rid of counterparts.

And it shows it, and always has shown it, as "A2".

Which didn't exist.

Confused, bro? Welcome to the DVLA! Thumbs Up

Yerp, it's six and half dozen really but, believe it or not, I'd rather put my faith in the police knowing what they're doing rather than chance the DVLA making more botches to my precious licence.

As our Graham says "the decision is yours"

Its a tough call isnt it........its a bit like having to decide which country is safer between Algeria and Iran. Neutral

Not really.

Insurers will say "Your licence says these dates"
You will say ah but I passed my test 2 years previous.

Yes but DVLA deem you to have a licence since here, so we are giving it to you from here...

I am not looking forward to deciding what to declare in future.

I passed in May 2012:
In May 2013 I declare licence held one year.
In May 2014 I declare licence held two years.
In May 2015, some insurers seem to think I should be declaring Licence held as 0 years, just because the restriction expired, and worse, I seem to remember reading the Insurance Ombudsman siding with them! Whereas other insurers are more sensible and would regard me as having 3 years.

It really is BS, and a right mess, they should sort it out.

Its a right can o worms it really is.

The thing is...the question asked on the insurance proposal forms is "How long have you held your licence?".....regardless what it says on your licence when you get the restriction taken off, you will have held a licence for 2 years...not 0 years. ...so if you say 0, then you are lying on the form.

Personally I shall be sending mine back to get the restriction taken off after 2 years but keeping a copy of the restricted one just in case I need to prove I passed 2 years previous.

That was a very specific case involving eBike. They are one of the few insurers who actually do distinguish between A1, A<=25kW (which they called A2 Doh!) and A. So in that context, it was held to be reasonable that they were asking how long their customer had held that exact type of license.

As it turns out, I was with eBike when my A<=25kW upgraded and I changed it online from 1 year of A<=25kW to 0 years of A, for a total cost of £0.00.

Most insurers only distinguish between provisional and full. By those definitions, any A1, A<=25kW, A2 or A would be a "full" license. Some even ask specifically when you passed your test. As long as you have something that shows that, you should be be fine.
