The bolt will be screwing into a central bar which is usually held in with rubber bushes.
As you screw the bolt in it pulls on the bar, forcing the bushed to expand and holding the bar in situ and therefore your Bar end.
Sounds like you have damaged one of the bushes just enough to make it spin or else the bolt thread has been stripped.
Try physically pulling the Bar End out.
Note that if it does come free then you are probably looking at a new bar end insert and a new throttle assembly at least (oh and a new bolt!).
A non closing throttle is an MOT failure.  |

You're probably looking at a happy 15-20 minutes with a hacksaw saw through the bar end below the bolt head so you can slide off the weight, be able to get better access to the innards and also check if the throttle tube now returns or if it's mangled/ bent as well. ____________________ I used to be indecisive but now I'm not quite so sure. |
