I had that about a month ago, had to release the rear brake by hooking my foot under the pedal and lifting it up. Apparently, the caliper was so full of salt corrosion it was pushing the seals out. Had the calipers taken apart, cleaned out, new seals and they were fine.

It could be any part of the back brake system and the master cylinder would be worth investigating. But the back brake pivot for the pedal/lever could also be the culprit.Sometimes there is a plain bush in the pivot that is plastic.Once this starts to wear it causes the lever to move around quite a bit.In the past I have used a phosphur-bronze bush to remedy that sort of situation.
