I'd start with these two:
High idle speed? I'm not sure what carb you have but normally the center screw is the idle speed, turn it out to lower the speed.

Snagged throttle cable? Turn your bars full lock left and right to see if it's getting caught.

If the idle screw does nothing, maybe its not the idle screw. Laughing

But no, cracked inlet? Your idle should be 1400 when warm and about 3k on choke.

Spray starting fluid -insert flammable spray able alternative here- on places where you think there could be a air leak, if these is indeed on then the RPM's will rise.

Then something is obviously fucked... choke should be required in the cold weather. My RS would not start unless it was on full choke in 5 degree weather.
