I'm aware of two different ways high vs dipped beams are implemented in bikes.
The first type use single-filament bulbs (two contacts; typically H1) for both high and low beams. The high beam bulbs are unlit when dipped, and the bulbs are optimally positioned for a full cone of light facing forward. The dipped beam bulbs are offset from optimal position to give a low-biased beam, and the aim is below level; and they're usually on all the time.
The second type use dual-filament bulbs (with three contacts; typically H4), usually with a single lamp fitting for both high and low beams. The low beam setting lights one filament, and the high beam lights the other filament; the low beam filament is normally turned off while the high beam filament is lit up (or the bulb lifetime will be greatly shortened). The beam direction comes from the position of the two filaments with respect to the optimal location for reflectivity.

I emailed some one of ebay
I said do thay have hi beam
And this is what he said
no there single filament bulbs
.............................................
I through thay go dim on low beam and brighten up for hi beam but thay dont just bright on low and hi beam
