So I hit somebody head on and my forks are bent (20mph estimated impact speed). I don't have the means to take them off and inspect them but I just want to know if it is likely that the fork legs could be bent in addition to fork tubes. Apparently the wheel is slanting diagonally from left to right.

I have read that fork legs rarely get bent as the tubes are the weaker part. Obviously replacing legs will cost a shit ton more than just doing the tubes.

Also would it be worth replacing the steering head bearings?

Worth either getting the forks and yokes straightened or just a new straight set from ebay shoved on there.

Might as well regrease the head bearings, replace if you know how.

Generally only bend one bit - so if the stanchions are bent, the rest are fine.

What bike?

If you've bent the tubes you should check around the headstock for flaking paint, a sign that the frame is bent.
