The fuel tap will look something like this.

should be marked. In this case the fuel tap is in the "on" position. Have a look at yours.
The choke is for starting the bike. If it has 3 positions it will be off, half or full, in a fashion. The colder it is the chances are the more choke you may need for starting the engine. When the engine warms you can set the choke off. Normally the engine tells you when it has been choked enough.
If the bike is cutting out even when its been ran on choke for a while then perhaps the idle on the carb needs sorted out. Theres a little screw there that you can turn. It'll set more or less tick over revs.

Same on my XR (CG engine) regarding the choke. Cold start, choke fully up, then immediately to the middle once it fired up (choke off when warm of course). However most of the time I found it was best to start the bike with the choke in the middle, unless I hadn't ridden the bike for a week, or it was really cold outside. ____________________ Yamaha MT-03 '08 (crashed)

Pretty much the same on mine. I can almost always switch it fully off immediately after starting with full choke and giving a quick blip of the throttle, but sometimes it needs a minute or so on half to idle nicely - usually if it has sat for a while or is especially cold! If it's started often enough, sometimes it doesn't need any choke at all.  ____________________ '96 Honda CG125 BR-T |

From the XR manual. SHOULD be the same, if your's the '01 eStart model, the XR came out in '03 (revised CG was '04 I think):

It doesn't (as I mentioned before) mention when the bike was last used. For example at work we have an underground car park that gets pretty cold, but going home I only ever had to start the bike with partial choke (lever in the middle), let it warm up for a couple of minutes whilst I got my gloves on then choke off & go. ____________________ Yamaha MT-03 '08 (crashed)

Well, I'm used to SU carbs, which are rather different to bike carbs (not the principle behind them, but how they are laid out and user operated etc...)  |
