Technically not, but it doesn't have to lose a lot to dyno at 15bhp or less, especially at that age.
This is actually quite evenly matched, depending on how well the Honda has been looked after. It produces more power, but that will have deteriorated due to age. The Honda is a lot lighter, but the Sachs is more aerodynamic.
I can't give a star rating, having never owned one, ridden one or even met a bloke down the pub who owns one.
I'd say the Sachs will be faster though, as a guess. ____________________ This post is probably not serious and shouldn't be taken literally.

TLDR: comparison of a 30 year old and a 13 year old?
Obviously the 13 year old will have pert tits but you will end up in jail, on the other hand the 30 year old probably won't be a virgin and will be better at blow jobs. Plus you won't go to jail providing she says yes!

SACH's XTC vs CB125T... hmmm....
Well, neither would be my idea of a practical daily rider; Sach's is too rare and un-supported; the CB too old and too quirky.
Technically, with 6v electrics, AC direct lighting, and that wampy cable disc brake, the Honda is the less 'helpful'; But usefully well supported, with plenty of small Honda commonality, and much more assured parts supply and technical know-how on hand.
As for performance? Honda's the lighter and more powerful, it's got a short wheelbase and is pretty nimble, if the rear-shocks still have damping and the swing arms not too wobbly.
On paper it has the Sachs to rights...
But in the real world? The better bike is the one in best condition, with the better rider on board, who looks after the bike properly as well as rides it properly.
Quicker point to point? Will always be the one with the rider foolish enough to take bigger risks.... ____________________ My Webby'Tef's-tQ, loads of stuff about my bikes, my Land-Rovers, and the stuff I do with them!
