Not what craig said. Razz

Clean where the decal is going. Wet the surface that you're going to apply it to, a water mister thing is good for this. Take the backing paper off and wet that the back of the decal, again using the water mister thing. Put the decal in place, position is correctly, use something like a credit card to get all the water and any air bubbles out from behind the decal and then remove the plastic sheet that's over the front. You want to do this at quite a sharp angle and you need to be careful that the decals doesn't lift away from the surface it's going onto.

You don't float them in a saucer of warm water until they lift away from the backing, and apply them with tweezers? That's what I did with the last lot of decals I applied. Swastikas, I think they were.

And a proper pro leaves slightly soapy water on the bike to allow repositioning and then uses a flat edge to force the water out. (The bigger the sticker the more important this step is).

Problem with milk is that you can't see them when they sink.

Never tried the soapy water method. I use a hairdryer (especially when applying decals on curved or uneven surfaces) to heat and slightly stretch the decals so that they fit the curve properly. Especially helpful for helmets.
