Looking at that it's on a spring, so assume it's meant to.

Where bolt No 43 enters the main body of the carb, there is what looks like a raised part of the casting that the lever could ride up and over if it was under a little tension toward the body.
I'm only throwing ideas out there, although as I know nothing about that particular bike, it may never have held in the open position unaided  |
