I've just had the same problem on my CBR. was reading about 12V on the battery at idle, 5k 9k and redline. higher the rev the lower the voltage got.
Took the Reg/Rec off and tested this with a multimeter. using This
Reg/rec was okay, but as i was putting it back on i shorted 2 of the wires and blew my main fuse, when checking this i was melted to the stator unit, with a little bit of corrosion on this.
Broke the main fuse trying to get it out, once i replaced it, battery was reading 13+V at idle and 14ishV at 5k+
