Honda NS125, won't rev beyond 5k

Hi all.

Recently had an issue where my stroker (NS125), would bog down anywhere between 1/2 - full throttle but now I've sorted it by finding the choke has been stuck on. Now I've another issue, the bike sets off nicely and pulls as it should but as soon as I get to 4k it splutters and sounds rough as well. I've checked the reeds for any cracks and I cannot see any light through them, I've adjusted the float bowl height and I've got it idling at roughly ~1500RPM.

I've the needle on the leanest setting. Could this be a lean bog?

Hi,
Whereabouts in throttle position is this issue happening?
& have you tried moving the c-clip on the needle? (4 notches iirc)
