As far as I can tell, the only thing that "cat B" i.e. marked as written off, non repairable, means is that DVLA will not issue a new V5C.
The question isn't who will let you, it's who will prevent you. ____________________ Biking is 1/20th as dangerous as horse riding.

No. When you ship it, tell the DVLA that the "bike" (i.e. the frame) has been exported, end of story.
There's no need to fret. Your main concern is ensuring that DVLA know that you're no longer the keeper so that they don't keep chasing you for VED and blackmailing you for not having the "bike" continuously insured. ____________________ Biking is 1/20th as dangerous as horse riding.
