CB125R Swing arm nut bolt problem

I'm in the process of cleaning the chain and removing the chain slack. I've brought a ratchet and 24mm socket for the nut bolt but when I use it the bolt doesn't budge at all. The socket fits the bolt, although the bolt appears as if it's part of the steel casing it's resting on.

My question is how do I loosen the swingarm bolts?

Do you mean the wheel spindle? If so, un-do the nut, not the bolt. This applies to all nut and bolt fasteners not just your spindle. Make sure you're turning it anti-clockwise when viewed from the end. If it's too tight to move - try harder!
