Why not both. So they only come on with high beams AND when switched on?
I'd go battery > Fuse > Switch > Relay > Spot.
Use a SPNO automotive relay (also called 4-pin). I'd use a take-off from the hi-beam telltale to trigger the relay so if it buggers up, you don't lose the lights.
Relay pinout:
30- feed from switch.
85 - Trigger from hi-beam indicator
86 - earth
87 - output to spot.
You can get fused relays but I preferr to use a fuse nearer the battery, or you may have an existing "spare" accessory fuse you could use.
