Can some explain to me what a power commander is, and what it does?

A powercommander is a unit which intercepts the cpu to alter and change the fuel settings.
Plug it into your laptop download a, say micron can and K&N air filter map and upload, should run a bit better and smoother, will add bhp and torque but it will hardly be noticable.

A power commander 'piggy backs' the standard ECU on the bike and adds a fiddle factor to the fueling and ignition timing (depending on the PC purchased) to get the bike running as well as possible at all points in the rev range.

This fiddle factor is adjustable and means that you can remove the factory fitted flat spot for emissions testing and also set the fuelling up for a loud can and K&N filter (both of which will increase the air flow through the engine, you need the fuel to match the ariflow).
