The only way water should be able to get in the carb is through the tank... and possibly through the brether pipe (unlikely unless its been binned)
So a case of just being more carefull when filling up..
It may have gotten in through the airbox, maybe a breather hole is blocked allowing it to fill up? somehting like that...

If it's in the fuel, then don't open the fuel cap in the rain unless you can shield it. Forecourts have roofs.
I didn't think the CG tank was prone to getting water in however. Anyway, to drain it, use the drain screw on the bottom of the floatbowl, and catch the petrol in a clean, dry jam jar or similar. Then you can see whether it has any water in.
Don't forget to do up the drain screw before you turn the fuel tap on again.  ____________________ I must not be a troll...
