If the owner hasn't passed their CBT but wants to allow a licenced biker to ride it? Can you obtain a temporary insurance certificate for the pure intention of buying road tax?

You need MOT, insurance and V5c to tax it. It doesn't matter who's name the insurance is in, as long as it's for the vehicle your taxing.

Temporaty cover notes can be used, although I've not had a temp one for years now, the policy's these days are issued the following day.
