Neighbour becoming more ridiculous

A good few months ago a family moved in opposite us on a corner plot. They proceeded to fill the road with vans. They then built a huge extension (I have no problem with that bit) and everyone has put up with the noise/comings and goings etc etc. yesterday they turned up with a JCB and a tractor with a big trailer and proceeded to dig up the garden. They blocked the road for most of the day but theres another way round so I can live with that too. By 6 last night the road was caked in mud, an inch deep at points and it had started to rain. The JCB has pissed diesel all over the road, and it stared to rain. The only effort made to clean the road was to pick up the lumps with a shovel.

I dont want to be the arsehole here but his house is on a junction, and this twat has covered it in two of the most slippery hazards possible - at the same time, and doesnt appear to give a flying fuck. Im considering making an anonymous call to the highways agency, that way if anyone does come off on the mud then they will be covered as the bloke will be at fault. Is this a bit of a cunts trick? Im guessing that speaking to this moron isnt going to make a shit of difference as he hasn't bothered about anyone else yet so why should he start now?

Whats the law concerning spilling a load of crap on the road?

On the other hand he has about three fit daughters so I dont want to get into the bad books

Afaik if someone spills something like diesel all over a public road someone (highways agency?) cleans it up then bills the culprit.

Think we can rule out pikeys, its a pretty posh estate and the house was 180K before he started any work on it. Thats up here in North West cumbria too, so its not a 1 bedroom flat in London!

Its just his lack of respect for anyone else thats pissing me off. Im getting the idea hes going to concrete the garden and use it to keep his work vehicles on. Now surely thats not allowed, its the same as someone running a taxi place from there house and parking them all outside. He would have to have his house as a designated buisness would he not? Then surely he wouldnt get planning permission for that?

Think there are rules on change of use, but not sure whether that comes under needing planning permission or not.

You can report it to the highways authority. They might do something (or just add it to his tab for future reference).

There was a deisel spill on a junction with the A41 near where I live and I reported it to the Police stating it was Very Dangerous. They sent a patroll out straight away to look and within half an hour the road had been cleaned and sand put down to soak the remains up.

Worth a try.

Just ask him not to leave so much of a mess all over a public highway, as you don't fancy crashing. Cleaning it up is easy, you just need a shitloada meths or white spirit, pour it on the roead, leave it for 20 mins or so, the hose and wash away.

If the prick does it again after you've had words then i'd recomend stripping bare arsed naked apart from a loin cloth, donning some war paint, standing on the roof of his car at 4 am with a sledge hammer, unleashing a war cry and swinging the sledgehammer into each window in turn. accompany each swing with its own war cry for best results:D
