Yes, for that last bit of throttle you need to change the main jet. They are fairly cheap. The Dellorto importers are:-

Give them a ring. For about £10 they also sell a pair of books on carbs which are useful. One is colour and cover the basics of carbs, but is in Italian English, the other is just the sheets explaining the various carb sizes (such as the exact dimensions of all the different carb needles that are available).
I doubt that increasing the main jet size will help you rev out more. If it is running that lean it would have a serious risk of having seized, and most bike makers (for 2 strokes at least) tend to jet slightly rich for safeties sake.
