dt125 cutting out at top end revs...

Basically im interested in buying a dt125 (1999) for cheap, to use when im 17 in march. The one im interested in runs but as i said it cuts out at top end revs. Would it be powervalves causing the bother? Or carb needing set up? What do you think?

cut out as in the engine simply dies, or that it doesn't let you reach those revs?
If the powervalve was setup incorrectly what would happen is it would most likely rev freely in neutral but when moving at speeds the bike would refuse to rev upto 10k, the engine would not cut out though.

Ohh and by the way your better off buying a more expensive better condition bike then a pile of ****, you will save yourself time and money in the long-run.
