I've changed quite a few motorcycle clutches and I've never used a torque wrench to do it.

I bought one from Machine Mart the other day for approx £16 quid. Not really worth hiring one is it?

Screwfix will have them.
Maplins will have them.
Drews will have them.
But as said, you don't need one for changing the clutch.  |

I am in Reading and also have them - but my one that goes that low is a bit knackered if I remember, so you'd probably be as well doing it up by hand .
You're welcome to borrow it if you want, though.
Incidentally, Argos sell an 'ok' one too the last time I checked. |

Many torque wrences won't go that low.
The tightening torque on the clutch spring bolts have no bearing whatsoever on the clamping-pressure of the springs, if that's what you're worried about - the spring tension is set by the installed height, which is determined by the amount of clutch wear. They are just normal bolts in every way. You should tighten them just like any other ordinary bolt, with a dab of Loctite Blue on the threads.
P.S. If you tighten the bolts by hand with a ratchet, chances are they will be higher than 9 foot-pounds - you'll be surprised how little is it. ____________________ a.k.a 'Geri'
