alot of 250s are a little more than 33bhp.. dr's and xr's are probably closer to the 33bhp mark and you'd have plenty of money left over..

Why a 250 specifically? And when you say 'crosser' do you actually want a competition motorcross bike, or just a trail-style bike?

An XR400 would be under 33bhp i would of thought, and a awesome bike that will take you anywhere (almost)

Rubbish at what?
They are under 33hp for a start, which makes them a much better choice than a KTM if he wants a bike with less than 33hp Smile. It'd be illegal to ride the KTM 250 EXC on a restricted license.
The KTM EXCs (I presume that's what you're talking about) are competition enduro bikes and are thus similar to the Honda CRF250/450, as opposed to the much lower tuned air cooled XRs.

tbh 33bhp restriction is major i asked my ins about it on my R6 an they said "you need the certificate for the police if you crash. We dont need to see it. As you should be fully aware that you can only ride upto 33bhp anyways"

The KTM is a great bike with oodles of power an pretty good servicing, if you want to scare yourself stupid get that gasgas i had a go on the EC model and there insane. Put my mates KTM exc 300 to shame. an servicing isn't that bad if its anything like the trials bikes.
