Buy or borrow a film scanner? , scan them in and then edit them in photoshop? .
It can be mildy to very expensive to get them professionally retouched , though running them through some stock photoshop filters and applying the dodge and burn tools isn't too hard if you use them in 0.5% increments.
Negatives should give you close to 16-20 million mega pix equivilent and thus plenty to play with. ____________________ Spain 2008France 2007Big one 2009 We all die. As said, get the negatives scanned in and people will do what they can. ____________________ My Flickr |

You can do a hell of a lot with film at the enlargement stage if you know what you are doing. Especially with under rather than over-exposed film.
I'd suggest a darkroom rather than a PC would be a good place to sort the problem you describe.
On an underexposed film, the detail is most likely there, just very dark. By using techniques like dodging and burning, you can expose different parts of the image for different lengths of time.
Dodge and burn are not originally photoshop effects, they are a photoshop effect that replicates a darkroom technique.
For example. If I had well exposed people but a very dark background, I could expose the paper for a good image of the people, apply a mask over their outline image then expose the background parts for much longer.
I did photography at school (wet photography). My exam piece was an apple sitting next to a row of snowy footprints. I exposed the apple at f5.6 for 5 seconds then exposed the snow at f22 for three minutes. If I'd done only the former, I'd have got an apple on a white square, the latter would have given a black circle in snow.
You need to find a good film photographer, a great deal can be fixed at the enlargement stage if you know what you're doing. ____________________ “Rule one: Always stick around for one more drink. That's when things happen. That's when you find out everything you want to know.”
