Some bikes do this.

When was the last time the oil was changed? Gearbox or otherwise? I have no idea what your bike has.

When setting off from cold, just rev a little bit as you click down into gear.

Being a bastard to get into neutral is normal on some bikes. Can be signs of gearbox wear but others are just like that.

A possible bent/worn gear selector.

Are you able to choose all the other gears without a problem?

Have you checked to see if you need to adjust the clutch cable or if it's already tightened to the possible max then maybe it needs replaced? Or maybe you need to oil the clutch cable, as it's not fully releasing when you let go of the clutch due to possible build up of crap/rust?

Where is the biting point on your clutch with regards the to the lever? if it is close to the bar adjust it outwards abit. Changing the oil is a good idea too.

Stick the bike in gear . . . roll it forwards and back WITH the clutch pulled in to free the plates up. Then start as usual, should be much better then. All multi plate wet clutch bikes usually do it due to the oil being more viscous when cold.

7 speed MK2s are notoriously cuntish to get into neutral. dont worry about it. who needs it anyway?

clutch thing could be stuck plates. was it standing for a long time at any point with or without oil?

probably why then. take the clutch plates out, seperate them and soak them in oil for a few hours.
