If it's a foam type then clean it with petrol and then once dry drip some oil on it and then squeeze it.

If it's card type then use compressed air.

If it's a foam filter, i just use hot water and lots of washing up liquid. If you put loads on the filter and squeeze it in, it gets it spotless.

Petrol is too expensive these days to be wasting on a filter.

Depending on the bike, it might be that you aren't meant to oil the sponge filter after cleaning. The YBR has a paper element and sponge element. I personally use compressed air on the paper part and a can of Putoline filter cleaner on the sponge bit, but might try soapy water next time. Thumbs Up

Foam filters are traditionally cleaned with petrol, although it works out cheaper these days to use a can of proper foam air filter cleaner (mine cost a fiver for a big spray can). You could also clean them with white spirit. No need to waste the solvent, after cleaning duties I pour the dirty solvent into my waste solvent drum, where it will be used to clean tools and start fires in the future.

when I get really desperate I'll probably even try filtering it through kitchen roll and seeing if I can get a bike to run on a mixture of petrol, white spirit, meths, and accumulated amounts of oil, dirt and water.

After cleaning and fully drying. The fully drying bit is very important here. Oil it. Traditional things is two stroke oil, then squeeze out the excess so you have a wet feeling but not dripping bit of foam, then slide the foam back over the metal assembly without ripping it.
You can also oil with a proper air filter oil, again a big can of it for foam filters cost me about £5 and lasts for ages. The oil is far stickier than 2-stroke.

If it's been used off road, I would.
