Wobbling SPeedo needle (& cables snapping)

My bike was laid-up for a few months and when riding it again I noticed that the speedo needle was wandering.

The cable snapped so I replaced it. The needle wobbled a bit up to about 60mph, so I took out the cable and lubed it.
The needle wobbled a bit less and only up to about 35mph -I rode it like that for a few weeks.

The cable then snapped.

I bought another cable and greased the drive gear at both the wheel end and at the speedo end.
I used a power drill to spin the broken cable in the speedo unit and found that the needle moved smoothly between 0 and 60 mph. I lubed it with WD40 fitted the new cable.

The needle now wobbles a little at low speed and I noticed that it sometimes does it at much higher speeds on my private driveway. It seems to do it intermittently.

Have I just bought poor quality, dragging speedo cables?

Can the speedo cable housing vibrating in the wind (at high speed) cause drag?

Any other ideas?

The drive teeth appeared to be intact.
