Basically i parked my bike in a cycle rack and was given a parking ticket sayin :

Parked or loading/unloading in a restricted street where waiting and loading/unloading restrictions are in place. Basically i have already gone down to council saying that on thre cycle rack it does not state it for pedal bikes only and that i believe a wrong offence code was issued.
They just got back to me sayin, the restriction for no loading (double yellow lines plus kerb double kerb marks operates from the centre of the highway to the start of private property, and therefore includes the cycle rack area, your motorcycle was therefore in contravention of the no loading restriction. you are not allowed to park within the no loading restriction.
You state that there is not signage indicating that motorcycles are not permittedto park in this cycle rack. No signage is needed. unless you have parked your motorcycle in a dedicated area for motorcycles, any restriction which is on the road apllies to the pavement area.
I just would like advise on what to do? Pay or not??

To be honest, I dont think you'll get away with it.
But, I guess you could argue that your tax class is 'bicycle' and you were parked with the other 'bicycles'.

Does it have any signs at all?
I've parked at cycle racks hundereds of times before without any problems. It's not like your bike is causing an obstruction. ____________________ MKGaming.com

Tbh in stafford it used to be fine to park in the cycle racks around town, but the council took over the parking wardens and issued a warning that motorcyclists will be given tickets if they park in them now. Low and behold they did ticket peds and bikes for parking in all the cycle racks scattered around town  |

I think if it was in London they'd have issued a fine for parking on the pavement, but obviously they can't do that in Leicester as its permitted unless otherwise stated although as they say it is correct that the yellow lines apply to the pavement as well as the road itself.
It would be easier to appeal if they gave you a ticket for pavement parking as you could argue the cycle racks don't form part of the pavement, being a place over which people can freely walk.
I think they're only making a point regarding loading though as they are assuming you could say you were doing so, obviously with the kerbside blips (there should be a sign too) you can't do that either.
If you're saying though that the sign is missing for no loading (there ought to be one) then that is enough for an appeal, if you can suggest you were loading although that might be hard to back up.
Generally though I'd suggest they're just being cnuts for the sake of making a bit of wonga, as councils typically do. You weren't doing anything unreasonable, just parked in the obvious place well out of the way of everything and causing no obstruction.
I'd recommend you post this on this forum though as you might get some good advice on how to appeal it there:

Well there's 2 more people that I've discovered are also in Leicester I clicked on th pictures and though "Is that... It is!"
Tbh, I think they've got you "bang to rights". As said, there is plenty of bike parking near the town hall. ____________________

you need to appeal and state you werent causing an obstrution, and also the code is wrong. Once they realise the error, they don't have a leg to stand on. Despite that they will still insist that you pay! Don't! There must be yellow lines that go up and over the kerb. Take it to appeal court, they thrown the towl in the last minute. Remember they are trying to get as much money by pushing you to it with all these threats.
