quad core temps too low ?

there pretty low according to my mate who said it shouldn't be lower than room temp

is it right for having 4 fans ?

There might be such a thing as too low, but i suspect it would be below -272 My hex core runs colder than my actual room is, but them it's on the floor by a cold window. Your mate might be suggesting that a sensor is incorrect as he considers the reading impossible. My thermodynamics isn't up tot he task of telling you if thats strictly true or not though.

Sensor is probably ballsed up. No biggy. Mine used to say 25c when it was new, go to 31c at full tilt. Doesn't mean it actually was 25c, but if it went to 40c, I would know something was up.

Sounds like the sensor is giving a false reading, a computer cannot read lower than room temp on air alone.

ran the program where it calculates pi to like a million decimals or something and it went up to about 25c then

So do you have 4 fans total, or 4 cpu fans? Mine only has the 1 cpu fan, but i can disconnect it and provided my system isn't under a lot of load the temp stays constant. Bloody big heat sync on it though, barely fits in the case!

Thats more case cooling than CPU specific cooling. So a quick sanity check would be to compare the CPU and system temps. They should both be about the same / cpu higher.
