The insert/thread does just one job, it's there for the sump plug to screw into. It's not in any way designed to be oil-tight as it's a parallel thread, so if it ever is that's just lucky.
The sealing surfaces are the underside of the bolt head, and the face of the boss on the sump in which the thread is cut. The copper washer is what is supposed to seal this joint as it deforms to fill any gaps or roughness.
If the joint is leaking, it's because either the copper washer is to thick or hard for it to deform enough to do it's job. To fix it, you (or they) have a number of choices:
Improve the surfaces the washer is sealing. Quite possibly there is a raised burr from fitting the insert.
Use a washer of a softer material like plastic
Use a thinner washer, that will deform more easily
Anneal the washer you have, to make it softer. ____________________ a.k.a 'Geri'

Yup, get back in and watch what they do. If I were the kind of dodgy garage that had already sent a "fixed" sump out with a leak, then I'd just back out the plug half a turn, slap some gasket sealant around it, do it up over-tight and hope that it holds for long enough for you to give up and sod off. Or I might have Borstal Baz drain the oil into some manky can full of crud and metal shavings, put a plastic washer on the plug and pour the contaminated oil straight back in.
You paid for a fixed sump and clean oil, you should have a fixed sump and clean oil. ____________________ Biking is 1/20th as dangerous as horse riding.
