When my CG seized up, kickstart wouldn't move etc, stuck a bit of diesel oil down the plug hole and left it overnight, and it was perfect after that
Just remember to change the oil
Edit: what scooter is it? more importantly, 2t or 4t?
If it's 2t you'd probably be best off ripping the head off and replacing the rings, because it's seized up from sitting there, the barrel and piston should be fine.
If it's a 4t, it should be fine, long as you don't boot the kickstart down and bugger the barrel.
