Yup, a "moped" is defined as no more than 50cc and with a design speed not exceeding 30mph or 50kph (depending which statute or C&U regs you read). Honestly, I'd rather ride a pushbike than a ped.
What you want is a 125cc scooter, probably 4T - or the legendary C90 All Terrain Vehicle .
At your budget, you're going to have to take what's on offer though. Go by condition, then mileage and service history ("My mate Dan done it" is not a service history), then age.
Chinese-branded scooters should be viewed as a scooter shaped pile of parts, because of likely neglect. If you go that way, you might be as well looking for a non-runner for beer money, since you'll want to keep £150-£200 in your pocket for replacement bits anyway. Even if you find a bargain big-brand bike, keep something back for sorting it.

Not quite. Your insurers are obliged to pay out to 3rd parties even if you are riding outside the terms of your insurance. However, your own insurer will then "sue your arse off" to recover their losses.
Still, not a smart move to ride without valid insurance - you might be as well getting some representative quotes up front. ____________________ Biking is 1/20th as dangerous as horse riding.

I'd definitely look at a four stroke 125 for that little bit more power, and it should be a bit cheaper to run with no 2t oil.
I've ridden a Gilera DNA 125, that was alright, and I currently own a Yamaha Aerox 50cc (2t). Both are fine, both can be picked up for next to nothing.
I bought my Aerox for £60. Granted it needed some fork seals, a bit of TLC and an MOT. But still that's a day in the garage and £50.
A c90 would be the holy grail, quick enough, economical, loads of parts, reliable, but they hold their value really well so you end up paying quite a lot for even quite a rough one.
I'd just look at all scooters up to 125cc on eBay within 50miles of you, and just keep an eye for a few weeks and see what grabs you.
Of course if you need to deliver chinese you'll need something that can cater for a top-box. You might struggle to find a rack for quite a lot of 'normal' peds.
