 |
|
As we discussed previously[1], the DVLA will [after 20th June 2011] be sending blackmail letters to people with bikes that are uninsured but not SORNed.
We've speculated on when this will happen (I have two bikes in this state at the moment), but I've just seen on the DfT site that:
It is planned for the first insurance advisory letters (which warn individuals that they appear to be uninsured) to be sent at the end of June following a publicity campaign to raise awareness of the CIE scheme.
Note that's the advisories, and there will doubtless be a lot of them, so it should be a good while after that before they get serious about demanding money with menaces.
[1] This isn't a re-post, it's a deliberate new-post to save wading through crud. ____________________ Biking is 1/20th as dangerous as horse riding.

Mandatory 3rd party makes a lot of sense, even better if it's paid for by fuel duty. Bear in mind that the MIB uninsured driver scheme effectively operates as that, just in a unnecessarily complex and inefficient way. ____________________ Biking is 1/20th as dangerous as horse riding.

BUMP: Judgement Day is now 20th June 2011.
There will be an ad campaign beforehand, doubtless banging on about the Menace of Uninsured Drivers, without explaining in the least how making you SORN an uninsured vehicle does anything at all to stop you from driving it. ____________________ Biking is 1/20th as dangerous as horse riding.

In the past I've been in the position where my bike's dropped a valve and I couldnt afford the parts at the same time as my insurance renewal .
Under the new rules, I wouldnt be able to get the bits first and do the rebuild whilst saving for the insurance, which is what I did. I'd need to pay for the insurance, to keep the tax disc to allow me to keep the bike on the street, where I would have to just sit and look at it, counting the days until I could get the spanners out.
I'd be all for third part insurance paid for through fuel duty - basically pay as you go - and there would be no chances of an uninsured scrote totalling your pride and joy leaving you taking the hit. ____________________ '82 C50, '81 CB100, '84 GS125, '95 NTV650, '00 Bandit 600, '06 SV650, '56 Z1000, '89 NTV600

Anyone know the current rate of insurance premium tax and whether it increased in the last budget? Hmmm.....
EDIT: Just thought I'd add my 2p. One of my uncles has been banned from driving countless times, evades the police dukes of hazards style when chased and has NEVER taxed, mot'd or insured any car he's owned, ever. He has been to prison countless times.
One time when he was being sent away he basically told the judge they'd have to cut his arms and legs off to stop him driving, because as soon as he's released he'd do it again.
Don't condone it one bit, but...how will these new rules stop that type of behaviour? It won't and he won't care.
You and me on the other hand will be hit where it hurts, our pockets. This tax will then go to looking after people in prison who drive while disqualified/no insurance etc. |

| Sham wrote: | Is this really a big deal? Genuine statement, not trying to get a rise. What is the problem of filling a SORN out and sending it off? And why would you have an uninsured vehicle on the road anyway?
Agreed, that in some instances it may be a pain, but for most folk, it won't be an issue at all. |
What's twisting my nuts is that it's pointless bureaucracy of exactly the type that the Tories are ostensibly trying to cut.
Your point is that it's no big deal to SORN. You can even do it online. Quite right. So if you've got an uninsured vehicle, and the DVLA send you a demand to either pay them a bribe or SORN it, clicky-clicky, it's SORNed.
Now what exactly did that achieve? It was already uninsured, so it was already illegal to use it on the road, and a MID check would have picked it up just as easily as a VED check. You don't even have to surrender any physical VED license ("tax disk") so it doesn't make any difference to the Mk 1 eyeball.
If you're knowingly going to use it uninsured, having it SORNed isn't going to make the slightest difference to your decision. It's just another offence, but you're not planning on getting caught anyway, so what's the difference? And why not just increase the tariff for driving uninsured?
If this gets even one uninsured vehicle off the roads, I'll eat my lid. All it's going to do is punish the law abiding, and particularly casual traders, restorers, classic owners and yes, motorcyclists. ____________________ Biking is 1/20th as dangerous as horse riding.

The new legislation regarding the mandatory SORN of uninsured vehicles is very unlikely to remove one uninsured vehicle from the road. If someone is of the mind that they are going to drive a vehicle without insurance, I sincerely doubt that it being declared off the road is going to make them change their mind.
Also, regarding the need to display a tax disc: The tax disc has largely been redundant since the vehicle registration database was automated. The DVLA can send out automated reminders/penalties as well as the police being able to check not only this, but if the vehicle is insured and has a valid MOT in the line of duty.
In my opinion, the best course of action would be to scrap the tax disc scheme all together. Both that and the new legislation concerning the SORN as mentioned earlier is fine for motorists that own one vehicle and use it all year round, but becomes increasingly confusing if you have a larger number of vehicles. It becomes especially cumbersome for those that do vehicle restoration and repair, casual traders, as well as classic owners and motorcyclists that use their vehicles for perhaps 6 to 8 months per year.
While I appreciate the government requires a source of revenue, and an argument to getting rid of the vehicle excise duty would result in a loss of said revenue. It would be interesting to see how much of the cost of my vehicle tax actually goes towards the roads themselves, as opposed to the cost of printing tax discs, SORNs, application forms, tax reclamation forms, reminder notices, penalty notices etc. Not just the paper and ink/toner, but the actual cost of printing, including electricity, admin, hardware maintenance/replacement. The money from that has to come from somewhere?
It seems like much of this legislation is in place to catch a few people out, as it seems a very inefficient way of managing the population's use of vehicles. I believe that money would be better spent on police officers catching offenders, road improvements and ANPR (not speed) cameras than bureaucracy and red tape penalising the majority of law abiding citizens.

I had a bit of a hunch about this but never looked into it properly. Glad I did as I just SORN'd the YBR, which I cancelled my insurance on just over a week ago. Phew! Piece of piss to do online, takes seconds. Hmm that means I'm owed 9 months of refund - £11.25. Woohoo.
I'd have thought the insurance companies would start reminding people of this now, mine didn't. |
