Sounds like a snail cam type adjuster?

Turn it one way to tighten, turn the other way to loosen.

Have you actually looked at the parts on the bike? It may make sense once you've had a look.

Does the bike have its own little tool kit under the seat or behind a fairing? Might be one of those in there...

Last resort, old screw driver and a hammer, use the screw driver as a drift to push the adjuster whilst hitting it with a hammer.

I have owned two of these bike and the chain is very easy to adjust ASSUMING that nothing is seized of been buggered by a previous keeper.

I recommend buying the correct tool - There are two parts to it, both available from Wemoto.

With the bike on the centre stand you should slacken the pinch bolt and the C-spanner tool hooks over the eccentric hub to turn it one way or the other. To tighten the chain you need to turn it clockwise I believe.
Spraying some penetraiting oil into the gaps first is also a good idea.

Problems come from two directions - if the thing has seized it will not turn and if a previous owner has spent too much time using a hammer and screwdriver they they may have chiseled the teeth off the adjuster so you may not be able to turn it.
A new part is £180 plus a pain to fit, so well worth looking after the old one if it's still good!
