There are differences in the headlights, thats why people have to change lights on imports
But as has been said above bike lights are less likely to dazzle than car lights.
I've never had any issues without beam converters and i do a fair amount of miles over the water.
Bulbs don't need to be carried legally but the petrol stations over there will charge you something silly like 12 euros for a H4 headlight bulb that you can get here for 2 quid. Leave a photocopy of your driving licence, passport and insurance docs along with a spare bike key with someone back home. Then you can get them posted out if you need to.
Tell your credit card company you're going on a European tour.
