Sounds like it's blocked.
Try undoing the affected carb's drain screw, and see if fuel comes through. You should turn the engine off, and turn tap to prime. |

As Ham says, check the sparks and swap the suspect plug. If not, Hornet carbs are a doddle to split and clean properly
