Wait until it's DRY not touch dry
use small kitchen pad, the one that most people use to do their washing up
not a Brillo a scour i think it's called, just keep rubbing until it comes off
then what ever bit's you are left with use a very very light bit of rubbing down paper, or better still wet & dry should take it off smoothly and damage free

Brake fluid.
Put some on a rag and wipe the fresh paint off. Then rinse it off with a hose & fairy liquid after. Definately plastic safe as the bottles are made of plastic.
Brake fluid is the worlds best paint stripper. ____________________ Please be aware that the above post may be full of complete nonsense.

Don't just re - primer it wont be enough and may react to the new paint
clean it up as i said, use some Medium Grit wet and dry with some brake fluid or Petrol would even be better.
Once you have cleaned it all up wash it with water then let it naturally dry in the sun ( that's if we ever have any again this year )
then re- primer and paint, then it will be fine
