Well if the 'old man' is over 24, then not much has changed for him, he will just do it on a 600cc bike instead of 500cc.
If he is below 24, then he would only be able to get a restricted license for machines of a specific size/power, depending on his age, and any restricted license obtained will NOT be upgraded automatically after 2 years like it does now.
A lot of information here:

Thanks for clearing that up some did mention about it going back to a single test but I hadn't heard any think on it.
What about the rules regarding trike licences from the link above? Could he ride a trike on his car licence? ____________________ Current: Kawazaki ZX6R 51

I keep seeing "if you're over 24 then it doesn't affect you at all", this is totally incorrect......as from next year, if youre in the older age bracket and take your test on your 125, then you are stuck forever on a 125 unless you retake the tests again on a bigger bike. |
Sorry, you are right. I am always running under the assumption that with the 2013 rules, if you are over 24, there will be no logical reason why you would choose to take the bike tests on a 125, rather than go for the big bikes, seeing as license upgrading will cease.
But yes, for those 24+ who only ever want to ride 125, it must be said that if you take the test on a 125, you're stuck with it. ____________________ First bike: CBF125, Feb. - Oct. 2012
