Not very good at them, but you should be able to wheelie that easy.
Go in 1st, pull to about 5-10mph, slip the clutch, bring revs up a few k and let the clutch out again.
It isn't that hard really. This is just on the throttle, but sit back in your seat, roll on to about 10mph, close throttle and snap it open.

Should be able to just power on wheelie a crf 250 if its anything like the motorcross bikes ( 2 stroke 125/250's) I used to ride. As Paddy says, roll off the throttle and snap it back on. Cover the back brake and dab it to bring the front down if you go too far.
These guys are the king of wheelies:

CRF250..., FIRST GEAR?
One of those should come up in any gear! Or at least the first 3 or 4.
My YZF450 used to power up in the first 3, and clutch up in 4th (Only had 4 gears), and it was on supermoto gearing, so much taller than MX.
On MX gearing, it would power up in any gear, at any speed.
Here is a 2nd gear lift, and then boxed it up to 4th while up in the air;

And here is a 3rd gear lift (No clutch either, just power), and click up to 4th (can just hear the change after the noise cuts back in).

Of course, these are not really videos of me, and nor is that my actual bike.... officer.

I agree with Binge, should come up off the throttle. 1st gear and clutch sounds like a recipe to flip |
